English Language Learners/ Emergent Bilinguals
English Learner Programs ensure that students identified as English Learners (Emergent Bilinguals) receive appropriate identification, placement, assessment, and instructional services in accordance with state and federal requirements.
The District is committed to ensuring that English Learners:
- Develop English proficiency within 4–5 years
- Meet grade-level academic standards
- Successfully reclassify as Fluent English Proficient (RFEP)
- Graduate prepared for college, career, and biliteracy recognition
Approximately 61,000 English Learners are served across the District, with continued monitoring and academic support provided to RFEP students. Programs are grounded in culturally and linguistically responsive practices that affirm student identity and promote equitable outcomes.
What is ELAC?
The English Learner Advisory Committee (ELAC) is a school-level committee that provides parents of English Learners the opportunity to participate in important decisions that support their children’s education. ELAC plays a key role in advising the school on programs and services designed to meet the academic and language-development needs of English Learners.
ELAC is made up of parents of English Learners, and the committee works closely with school staff to ensure that English Learner students receive appropriate instruction and support. Through ELAC, parents have a voice in helping shape school programs and improving student achievement.
